If you need to test demand sooner, Google Search ads may give you a route to relevant searches while a campaign runs. If you want to develop unpaid search visibility over time, SEO is work on the website and its wider search presence.

The right first investment depends on existing demand, your budget, the timing of the business need and the site you are sending people to. “Always do both” is not a useful answer when you only have enough capacity to do one properly.

What are you buying with each?

With Search ads, you pay for eligible advertising placements through Google’s auction. The campaign needs an offer, targeting, ads, a relevant destination and measurement. Media spend sits alongside the work of managing it.

With SEO, you invest in helping people and search engines find and understand useful pages. That can include technical fixes, clearer service content, relevant articles, links between pages and accurate business information. Google does not charge a fee for an organic listing, but the work involved is not cost-free.

Neither column is a promise of enquiries. The offer and the customer experience matter after someone arrives.

When we would look at Search ads first

Consider a business with a defined service, clear customer value and existing searches in its service area. If the site is ready to take enquiries, a focused campaign can help test the proposition and collect information about the searches that lead to contact.

Check the economics before making that choice. If the forecast implies expensive clicks and very few visits, a small test may provide limited evidence. Our Google Ads budget guide shows how to work through those assumptions.

An urgent need for customers does not make any paid campaign viable. The offer, budget and ability to respond still have to fit.

When we would look at SEO first

SEO deserves attention when the website already has relevant information but makes it hard to find or understand, or when the business can invest in useful pages over a longer horizon.

Start with the pages that explain what you sell. An article library cannot compensate for missing or unclear service information. Check current Search Console data before deciding what to rewrite; an existing page may already attract suitable searches and deserve improving carefully.

Then answer questions around the buying decision. A cost guide, a comparison and a relevant project can help a reader decide whether to get in touch. Each should have its own purpose and a route to the service involved.

Does AI search change the choice?

It adds another place where customers may encounter information, but it does not erase the need for useful, accessible content. Google says its established SEO practices remain relevant to AI Overviews and AI Mode.

We explain the distinction in our AI search visibility guide. Be cautious about treating a newly named optimisation package as a replacement for fixing the website fundamentals.

What if you do use both?

Give each a defined job. You might use paid Search to reach a particular service query while improving the service page and related content. Share useful campaign and enquiry information with the person responsible for the website.

Keep reporting understandable. Review paid and organic visits, the pages people use and the enquiries or sales they produce. Customers may use more than one route before making contact, which means attribution needs interpretation as well as a dashboard.

The best first move is the one you can explain and fund, with a reason to expect it to help your business. Start there, then decide the next investment using what you learn.
